Medi-Cal Redetermination in California: What You Need to Know

Medi-Cal is a government-funded health insurance program for low-income individuals and families in California. In 2023, the California Department of Health Care Services (DHCS) is conducting an annual redetermination process for all Medi-Cal beneficiaries. The Medi-cal redetermination process had been suspended due to the COVID-19 pandemic, but it is now being reinstituted. The redetermination process will begin in April 2023 and will continue through June 2023. You will receive a notice in the mail from DHCS if you are selected for redetermination. The notice will include instructions on how to complete the redetermination process.

To complete the redetermination process, you will need to provide the following information:

  • Your income
  • Your assets
  • Your household size
  • Any changes in your income, assets, or household size since your last Medi-Cal application

If you complete the redetermination process by mail, you will need to mail the completed form to the address on the notice. If you complete the redetermination process in person, you will need to bring the completed form to a local county office.

If you do not complete the redetermination process by the deadline, your Medi-Cal coverage may be terminated. You can appeal a termination of your Medi-Cal coverage if you believe that you are still eligible for coverage.

  • Income: To qualify for free Medi-Cal coverage, you need to earn less than 138% of the poverty level, based on the number of people who live in your home. The income limits based on household size are:

  • Citizenship: You are eligible for Medi-Cal if you are a U.S. citizen, permanent resident, legal alien or U.S. national.
  • Immigrants: If you are an immigrant who is not a U.S. citizen, you may still be eligible for Medi-Cal if you meet certain requirements. For example, you may be eligible if you are:
    • A refugee or asylee
    • A legal permanent resident who has lived in the United States for at least five years
    • A lawful non-citizen who is pregnant, has a child under the age of 19, or has a disability
  • Other requirements: There are other requirements that you may need to meet to qualify for Medi-Cal. These requirements may vary depending on your individual circumstances. For example, you may need to provide proof of income, residency, and citizenship.
